Wash the copper washers in chromic acid solution.

With stricter pollution laws in the country chromic acid solution is only increasing your effluent costs. Also, your requirements can be easily met with the new generation chromate free solutions.

Of course you will not be able to get the finish of chromate on copper, which is different than all others, however, you can get good corrosion resistance.

If your copper washers are shining when they are freshly, there is no reason why you should not be able to maintain it that way, without chromate.
