Doped Tin-oxide coating

I want to electrochemically treat(oxidise) wastewater as part of my M. Tech project. This requires High Oxygen Overvoltage Anode. Literature review suggests Antimony doped Tin-oxide coating over some stable anode like noble metal /Ebonex . However I do not know 1) Source for such Powder used in coating 2)How to coat a thin film of such powder.

Hope someone will help me in this regard.

Thanks in advance.
