How to apply brush finish to soft stainless steel?

I am a table base importer. I recently imported a load of cast iron bases that have a soft stainless steel sheet pressed around it. The stainless was to be brushed but instead it is polished. I would like to apply a brush finish to the top of the base. The surface is perfectly flat. I could either mount on an arbor or slide in a straight line to apply a uniform finish. Suggestions on procedure and materials would be greatly appreciated. Also, as I said, the stainless is soft (unsure of alloy) and tends to scratch. I'm wondering if the brush finish will make the scratching less noticeable?
