Bright anneal semi tubular rivets [200,000 .190 diameter X .4 long] 302 ss

my customer is having difficulty setting these rivets,will annealing improve the "roll over" using a new Chicago Riveter machine

will this improve rolling/swaging,setting?
who can do it?
