Normalized 1008 steel, post induction braze - blistering zinc chromate

We're performing an induction 1008 steel braze with a copper ring in Nitrogen atmosphere for the past 2 years. We've recently elected to do a normalizing operation at 1600 deg. F for 10 minutes to relieve forming stress from an earlier operation, prior to sending these parts for a zinc trivalent electroplate per ASTM B-633 [link is to spec at TechStreet] T3.

Problem is we're getting seeing blistering around the heat affected zone that hasn't come up from previous years of production without the normalize. Any idea's?
