Need "Structural Examination of Titanium Alloys Etch-Anodize"

I am looking for a company as close as possible to Dallas, Texas that can perform the following specification. AMS-2642 [link is to spec at TechStreet] Structural Examination of Titanium Alloys Etch-Anodize Inspection Procedure. The part are steam turbine blades that are approximately 3 feet long and there are 54 in a set.
