Need lusterless black finish per MIL-STD-171 3.4.1 and 3.3.2

I am quoting a job that requires a "Lusterless Black" finish that is calling out a 3.4.1 & 3.3.2 of MIL-STD-171 specification. Has anyone ever run acroos this and who does this coating?
