Powder coating over insta-rust

Can a clear powder coat be used as a sealer over insta-rust rails. After many tests we are experiencing severe "fish eye" in the finish. We have tried multiple rinse, pre-bake and wipe with tack cloth ⇦[this on eBay or Amazon affil links] to remove any rust residue.

Unfortunately I am not familiar with "insta-rust" but if it is one of those waterborne finishes derived from a copper salt and acid solution... maybe it requires more washing... the final rinse in fresh water.
or
The fish eyes maybe due to air entrapment? Heat the fence prior to PC (10-20 °F above recommended cure for the powder) for 15-30 mins. Whilst cooling down but still hot to the hand apply powder and then return to the oven for final baking.

Ted Mooney is retiring but I have several offers to take it over.
We're working hard to make sure we find it the best new home.
