Polishing chrome surfaces with vinegar?

I read somewhere that vinegar can be used to polish chrome. Does anyone have any experience or knowledge of this?

Incidentally, I was told that due to the extremely thin layer of chrome applied during decorative chrome plating (1 to 2 mils), light scratches on the chrome cannot be removed because the chrome would be removed along with it. Is there really no way to remove light scratches from chrome? Does plating slightly more chrome, say 2 to 5 mils, help increase scratch resistance? If so, does it compromise the mirror finish?
