I am interested to coat surgical instruments with ceramics like
aluminium oxide and titanium carbide.please inform me that if this
can be achieved by PVD process.
thanks

Yes, aluminum oxide and titanium carbide can both be applied using
PVD. Look for vendors that us sputtering as the deposition technique
which will be the most efficient method for production sized
orders.
If your effort is to coat the surgical instruments with a dielectric
coating to allow for electrical isolation to create a bipolar
electrode for cauterizing scapels and such, a better approach is to
use a coating technology using parylene which is a vacuum vapor
deposition polymer material. Do a search on it and I'll bet it might
suit your application well.
