My customer is callling out a CIE L*A*B polyester powder no textiure
L-86.72 A-.20 B-4.97
1.5-4.0 FILM THICKNESS

Is this enough information to get these parrts painted?

You need the gloss in addition to the formulation and L*A*B*'s, the thickness is typical to powder so it's not as important. This might have to be custom made so don't quote it until you find out if any of your suppliers have a paint in stock that will meet the requirements.
