Need powder coating with aluminum oxide for thermal barrier [Nevada]

I would like a contact or contacts (anywhere in the world)for powder coating of aluminum oxide which is then baked to form a thermal barrier finish. I would like references to powder application equipment and an understanding of electrostatic charging of the powder and how the process works.

I heard of one single company in the US, but can't find it. The only aluminum oxide coating I've found is using a plasma coating method; not suitable for my needs.
