Powdercoat peeling

I had an automatic pool cover installed last fall and the coating is peeling off the aluminum track and box cover as though it was painted....the finish looks different from the powder coating finish on my patio furniture and I don't understand why.

Dear sir,
First thing powder coating peel-off has following main reason:-
1.Poor pretreatment(Chromatizing preferred for Aluminium object), it is not properly degreased.
2.Poor powder coating baking that means under baking.
3.Their may be powder problem.
Second thing when powder is peeling thats why it is finish not look like okay.
Thanks
With regards,
