Help with finishing of steel custom stairs [Texas] 

March 27, 2006 I have steel stairs in my building that i don't want to rust. Tread plate and black steel hand rails. After I clean them up; will a blueing or wax keep them from rusting. They will not get wet from now on, and we like the natural look, just not rust and dirty.
