Need galvanized license plate bracket refinished [North Carolina]

I have a galvanized steel automobile license plate bracket off of my '69 Ford that I want to refinish to look like new. I have been told that it is electro galvanized, not hot dipped. It has what I call a "spangled" finish. It looks dull, unlike freshly galvanized steel.
