Need consultant to design contraption to rotate cylinders in a hard chrome plating bath

What I need is a professional designer with hard chrome plating experience to design a contraption that will allow me to rotate cylinders in my chrome plating bath in order to get a more even plating.

I would like to know whether its possible to just have the design and then build it myself or have the contraption built for me.
