Polyurethane system adhesion problem on titanium

We're having a bit of trouble with titanium parts, we're painting them with a wash-primer, an epoxy primer and a polyurethane topcoat. I suspect contamination from a sealant line but I also believe the adhesion is somewaht lower on titanium than it is on aluminium alloys. If you haven't guessed yet, I work on aircraft... and the titanium parts achieve high temperatures (around 150ºC should be common).
