What is the secondary treatment with specialty black no. 55 mean [Michigan]

We are currently building parts for John Deere which calls out a plating spec for Zinc Colbolt with a secondary treatment with Specialty Black No.55. The product which is being plated is a low carbon steel. We do not know what the Specialty Black No.55 is nor does the people at John Deere.
