Poor adhesion of Phosphating on Cr-Moly alloy

+++++

I am currently using Heavy Zinc to phosphate material that having the following composition:-
C : 0.24 – 0.26%,Si : 0.26 – 0.30%,Mn : 0.77 – 0.83%,P : 0.007- 0.010%,S : 0.003 – 0.005%
Cr : 1.07 – 1.10%,Mo : 0.31 – 0.32%,Al : 0.040 – 0.047%

My problem is due to high content of Chromium/Molibdenum, the phosphating has a poor adhesion. Can anyone has an idea on how to improve the adhesion?

Many Thanks,
