Plater to do manganese phosphating needed [Pennsylvania]

I have a requirement for MIL-DTL-16232 Type M (Manganese) Class 4 and I am having a great deal of difficulty finding a plater who can do this. It could be a nice job for a vendor who is capable since I am dealing with 4000 parts. My location is Pennsylvania and the closer you may be the better, however I am not opposed to shipping them for processing.
