Repainting a walk in [California]

I have a problem with peeling paint. I need to know for safety codes. I have an old walk in with old peeling paint on the ceiling, I don't know what kind of paint it is or what kind of steel it is. I have cement floors. I can't close the cafe down for more than five hours, it would have to be taking care of at night. What kind of paint would I use with all the moisture that's in their that would dry fast. Could I use panels on the ceiling or a hardener in the paint please help me.
