-----Can 18-8 grade hardware be replaced equally by 316 type mil-std hardware? What would that mil-std be?

18/8 is the 'basic' austenitic stainless steel.
'316' is virtually the same, but with approx. 2 to 3% Molybdenum added for improved pitting resistance, with no other major differences.
Strength, formability, available product types etc essentially the same, and therefore 316 could be considered a replacement for 18/8.
I can't help with 'foreign' mil specs though.

Doug, we could use some more information. There are a number of material specifications for 316, in the ASTM, AMS, J, and even some remaining in the Federal and Military specification systems. But something like FF-S-86 for socket head cap screws won't help much if you want sheet.
