Copper plating on copper

We have an application wherein 0.2mm thick copper plating has been recommended on copper rod before machining to tight tolerances and subsequently silver plating to 30-35 microns. This surface is used for current transfer and subjected to rubbing. I am not able to understand the reason for 0.2mm thick copper plating on copper. Can somebody explain ?

Possible reasons include

-Purity of plated copper and conductivity aspects.As opposed to the suspect purity of a cast Cu rod.

-Adhesion of silver to freshly plated copper is sometimes much better than to cast or machined copper.

- Sizing issues with the rod.

It is entirely possible to plate copper to the specified thickness from an acid copper bath after proper cleaning and de oxidising and activation.
