Two Tone Effect on Poles [India]

We are looking for a way to give two tone effect on Long Round Tubes. The base will be Powder Coated in various colours (like Ivory, Black, Blue, Green and Red - all basic shades) and then we have two give a brushed effect with paint like Gold, Silver. Please let me know how can we do it and what should be the paint that we use for the second coat i.e. should it be liquid, powder or something else.
