Magnesium Phosphate on high strength steel alloy

++++

Our facility has a low production manganese phosphate bath. Currently we have a problem phosphating a small high strength alloy part. The alloy is 9% Ni, 4% Co, 0.2% C, 200 KSI. Our ratio is 5.5 to 6, and iron is 0.25%. We are processing the part in a 3.5 L beaker and getting zero coverage. Pretreatment is aluminum oxide blast followed by either no activation, an acid salt, or sulfuric bifluoride. Any suggestions?
