Corrosion issue with 5120 and 1010 steels

We have a heat treating customer that uses one of our metal cleaner/corrosion inhibitors to remove quench oils from their heat treated, steel parts. (Quench oil is floated and skimmed so it can be recycled) one Part is made from sintered 1010 steel. Another part is made from forged 5120 steel. Hardness on these steels is RC 58-60.

Both parts are then tempered and grit blasted with SG50 steel grit. (Grit blaster has a dust collector) the 5120 parts are coated with an oil rust preventative.

Problem, within one week the parts are returned because they have rusted. Even the oiled parts. Other types of steel are processed as above with no issues. Other parts made of the same type of steels are processed with no issues.

We are looking for possible causes at our customer's facility for the corrosion on the above mentioned parts. It is puzzling as other parts made from a wide variety of steels including those mentioned are processed the same way with the same equipment with no corrosion issues at all.
