Can SPC be applied on ENIG plating thickness

If the Nickel spec is 170 to 230 micro inch. IS it practical to implement SPC for the Thickness. To implement SPC the process Cpk needs to be good , but if the range of variation in one panel is already 60 microinch and XRF has an error of 15% for the second layer thickness measurement , would the SPC be effective if we fix the point and panel for measurement?
