Non-aqueous electrostatic dispersion

Not a traditional metal finishing question - but it looks such a useful site I thought I would give it a bash anyway...here goes:

We have been asked to formulate a non-aqueous low melting point wax containing esters and mineral oils intended for electrostatic dispersion prior to application to cellulose tissue.

What physical parameters will determine its capacity for electrostatic dispersion - should we look to maximise polarity or minimise it?
