Pd activator for sapphire [Israel]

I have 2 questions.

1. I need a Pd activator to the following substrate. The substrate is made of sapphire and it has conductor lines printed on it.

Do you have Pd activator for such substrate.

2. I am looking for literature about Pd activator. Can you tell me where I can find it. I looked at the net and found many companies that sell such products, but none that explain how it works and why.
