Package Contamination on our IC [Indonesia]

I have problem in solder plating line. We find many package contamination, such as white thin layer. We already clean all chemical and rinse tank, but those contamination still occur. Do you have suggestion about this problem ? Until now we still do not know the material of this contamination. Our solder plating line were in normal condition. May be you have the same experience with me.
