Use of SS 304 vs SS316 vs SS 316L in a phenolic environment

In a phenolic vapour environment (coke quenching operation in coke oven battery) what should be the piping material in quenching tower to have longer life? Due to price difference, we ask whether SS 304 or SS316 or SS 316L be used as a cost effective solution. Please advise.
