Paint is peeling off [Malaysia]

My company having serious paint peel off problem for regal grey parts. Some parts produce blistering before peel off. What are the areas that we can study to overcome this problem. pls asvise me. 2) we are doing cleaning procesess like degreasing, water rinsing and pickling. this degreasing process actually creates alot of foam. we are facing to dificulities to clean this foam. anyt idea. pls advise me.

Normally to avoid the foam the water shuold be at 50 deg C if is cooler you will have foam.
