Paint is peeling off

My company having serious paint peel off problem for regal grey parts. Some parts produce blistering before peel off. What are the areas that we can study to overcome this problem. pls advise me. 2) we are doing cleaning processes like degreasing, water rinsing and pickling. this degreasing process actually creates a lot of foam. we are facing to difficulties to clean this foam. any idea. pls advise me.

Normally to avoid the foam the water should be at 50 deg C if is cooler you will have foam.
