Need fish-safe coating materials [Virginia]

Hello:

We are in search of a clear or pigmented coating (non-toxic potable water grade) for creating underwater roots and ledges, (Artificial environments sculpted out of Styrofoam or other workable materials then painted) as well as something to coat the insides of several hundred-gallon Plywood aquariums.

Fish, as well as other underwater life are very sensitive to their environment. If you have any information and prices regarding this matter, it would be greatly appreciated.
