Inconsistency in zinc-nickel finish


I have received sample bolts from suppliers with zinc-nickel alloy and a clear trichromate coating. These are the same bolt but the bolt from one supplier is a bright nickel and from the other supplier is a matte silver finish. Both pass the 240 SS requirements. Why the difference in appearance?
