Effects of repeated burning off of powder coating to the galvanized steel sheet metal

We produce sheet metal components from galvanized steel sheet metal, which we then send out for powder coating. We are currently having repeated problems with our powder coat supplier. They have had to repeatedly powder coat, burn off powder coat, re-apply powder coat, burn off powder coat in an effort to achieve the quality finish we expect. My question is, what are the effects of the repeated burning off process to the galvanized steel? Does the repeated burning process continually diminish the zinc coating on the steel?
