Silicon Dioxide Coating

My company is planning to manufacture aluminium sleeve whose inner portion is supposed to be coated with silicon dioxide. I have a problem regarding this matter. I am not understanding how to so. What the solvent should be and what the binder should be and what the temperature should be. Could you please help me in this matter?
