White Rust and Discoloration on Zinc Plated Parts [Texas]

We are having a problem with "White Rus" and discoloration on some CRS plated parts after the parts are powder coated. The customer specification for plating is as follows: FINISH: ZINC PLATE PER ASTM B-633 [link is to info about spec at TechStreet]-85, TYPE II Fe/Zn 8, COLOR YELLOW CHROMATE The parts are then powder coated. What can we do to prevent this from happening and allow for the maintenance of the shiny Gold Zinc appearance?
