Raw steel finishes [Idaho]

My girlfriend is currently working on a public art piece here in Boise. We are trying to figure out how to finish some half inch steel manhole covers. Essentiallly she wants them to look like a real manhole cover. I am wondering if we should even finish them and if we should, what with?
