Chip-resistant finish [Idaho]

I am building a steel cartop rack. What is the hardest, or most chip-resistant, finish I can put on the rack, in a home shop? Or, are the commercially applied epoxy finishes, or powder coating, worth the expense (i.e. are they that much better than something that could be done in a home shop)?
