Metal finishers share troubleshooting tips & camaraderie with their peers in this forum , but it sounds like you are seeking a wholesale technology transfer which would involve many hours of work, and will likely require hiring a consultant rather than getting a quick tip or two as commensurate with a public forum.

But perhaps you can read the "Cleaning and Finishing of Reactive and Refractory Alloys" in the ASM Metals Handbook which offers a great deal of info on preparing titanium for electroplating and get back to us with specific questions about the suggestions?
That chapter also briefly talks about platinum plating of titanium. But you should know that the platinum plating of titanium anodes is not a casual undertaking for a plating shop, but a whole specialized product line and industry segment to which people have devoted years of work. Personally, I visited one such installation but had to sign non-disclosure agreements preventing me from sharing what little I know about the manufacture of this product :-)
