How is this kind of chromium plating working?

Hi~

I met a chromium plating problem.... actually, I think it's not plating but maybe a electroless Chromium or Immersion Chromium. I really don't understand how it work and why chromium can be deposited on. The reagent I used are: NH4HF2 (Ammonia hydrogen di-fluoride), SnCl4 and Cr2O3 And the substrate is the alloy of Al, Si (1%) & Cu (0.5%), which is made by sputtering.

Can anyone help me? Thank you very much!

Thank you!

Sincerely Yours,
