HCN gas production with chlorine addition

I am trying to develop a small scale system to reduce levels of cyanide in waste water from ~200 ppb to less than 50 ppb. I have found in my research that chlorine addition to remove cyanide, if not akaline, can produce HCN gas.

My questions: is a 200 ppb level in the water a concern for gas cyanide gas production? Do other processes such as aeration cause this release of HCN gas or is it limited to chlorine?
