Yes there is a device available to measure the film thickness of un-cured powder coating. The process involves laser technology and is quite expensive, and can only measure at one given height.

Gauges are available to measure the uncured powder. The gauges uses ultrasonic technology to measure uncured powder coatings without contacting the surface and predict the final thickness of the coating after cure.
