White Rust

I have a Lester Building and I have white rust along the bottom of my building. Butler Buildings sent out someone from Valspar Corp. who did the paint on the building. He said that I have white rust. He said that it was caused by using weed killer along the building. He said that the sun and the weed killer not being washed off the building was the cause of the white rust. He said that they might repaint the building for me. So I went to the internet and checked out white rust so this is why the email.

My question is why did the weed killer cause the white rust? What do they have to do so that the white rust does not come back?
