Normalized 1008 steel, post induction braze - blistering zinc chromate

We're performing an induction 1008 steel braze with a copper ring in Nitrogen atmosphere for the past 2 years. We've recently elected to do a normalizing operation at 1600 deg. F for 10 minutes to relieve forming stress from an earlier operation, prior to sending these parts for a zinc trivalent electroplate per B633 T3.

Problem is we're getting seeing blistering around the heat affected zone that hasn't come up from previous years of production without the normalize. Any idea's?
