Delayed flaking on crimped parts

A alkaline zinc alloy with clear and yellow chromates are found to be flaking once they arrive in mexico (but not black chromate), but do not flake directly after plating. A wetter/inhibitor was added to the acid bath to help with the hydrogen release but did not work. Parts are only flaking on I/D...
