Dilute Chromate

Alright, this is a good one!

We make aircraft wings, and I have a problem with what I think to be the dilute Chromate sealant, first all wing parts go through anodizing and in the end they are dipped into the dilute chromate to act as a sealant (we no longer use the hot water seal, from there they are passed along to paint shop where they are masked. This is where the problem comes out, where the masking tape was directly on the wing skin, a yellowish color is left behind, which Im pretty sure is dilute chromate, but like I said its only where the tape was applied, where the paper was put at use its alright.

Am I missing a process somewhere, should pieces be air-forced dried before masking? should pieces be shower rinsed after the chromate application??

I also noticed that this problem is causing me adhesion problems!!! If anyone knows this one, let me know on somekind of test, cuz I went through plenty of testing and Im stumped on this one.
