Rechroming automotive parts with welded lap joint

Dear friends, firstly, thank you for your time and good advice on the forum.

It is true that steel parts that are stripped of decorative chrome and then re-plated will tend to rust in areas where two parts,as with a spot welded lap joint, are in close contact ? Every plant that I have taken my parts to has told me that this is an unavoidable side effect from when the original chrome was stripped. Thanks for your replies.
