Water pipe cleaning solution [China]

I am helping my friend in China to find a chemical to clean the 12" to 20" water pipe. The water source is from the local river or ground water. Water is used in a steel manufactory for cooling purpose. They are using some chemical solution, soak inside the pipe for 24 hours to clean the deposit (or corrosion). These are the limited info. I have.
