Need a High Volume Immersion Dry Film Source PRF40610 [Minnesota]

I have an opportunity for high volume (500,000 pcs) anodized work that requires dry film per PRF 46010.

I do not have a source for the dry film as of yet. This must be an emersion process to be cost competitive.
